Housing Minister Eleanor Boekholt-O’Sullivan has unveiled a plan to develop five new sites across the Netherlands, aiming to deliver 30,000 homes by 2035. The announcement marks a concerted effort to tackle the country’s ongoing housing shortage and relieve pressure on densely populated urban areas.
Strategic Locations and Projected Output
- Noordelijk Eemsdelta (Groningen): 5,000 energy-neutral apartments and townhouses integrated with local renewable energy grids.
- Green Edge Park (Maastricht): 6,000 family-oriented homes priced for first-time buyers, surrounded by newly planted green belts.
- IJsselvallei-Rand Zuid (Zwolle region): 7,000 mixed-income dwellings linked to upgraded rail and cycling infrastructure.
- Coastal Resilience Zone (Zeeland): 4,500 climate-adaptive units built on reinforced polders to guard against rising sea levels.
- Brainport Expansion (Eindhoven): 7,500 modern apartments designed to accommodate a growing tech workforce.
Sustainability and Infrastructure
All five developments must meet stringent sustainability criteria, featuring rooftop solar panels, rainwater harvesting and extensive green spaces. The ministry will allocate extra funds for new primary schools, community centres and public transport connections in each area to ensure residents have essential services from day one.
Regional Collaboration and Next Steps
Under a new “firm dates” policy, local authorities will fast-track zoning and permit approvals to minimize delays. Boekholt-O’Sullivan stressed the importance of partnership: “By working closely with municipalities, we can build high-quality homes more quickly and support balanced regional growth.”
Construction is scheduled to begin in late 2026, with the first residents expected to move in by early 2028. Progress will be tracked through annual reports, and an inter-ministerial task force will review each milestone to keep the programme on course.
This initiative forms part of the government’s wider housing strategy, which seeks to deliver 400,000 new homes by 2030 while promoting social inclusion, climate resilience and sustainable economic development across all provinces.
